Senate adopts amendment then tables first-responder mental-health bill for fiscal review

Senators debated Second Substitute House Bill 23 on Feb. 16, which would create a first-responder mental-health services program to be administered by the Department of Public Safety. Sponsor Senator Ibsen moved Amendment 2 to identify which personnel qualify as first responders; the Senate adopted the amendment.
