Senate citation: Thomas Ray Shepherd honored for 26 years of service as Sergeant at Arms

The Utah State Senate paused floor business for a recognition ceremony honoring Thomas (Tom) Ray Shepherd on his retirement as the Senate’s Sergeant at Arms.

Senators read an official Senate citation commending Shepherd’s 26 years with the Senate (joined in 1998; appointed Sergeant at Arms in 2011) and highlighting his role in training security detail, maintaining decorum and ensuring chamber safety. The citation — read on the floor — noted Shepherd’s prior military service and family support and was presented as an expression of the Senate’s highest regard.

Multiple senators rose to offer personal remarks, describing Shepherd as a steady presence who helped maintain order, enforce rules and support senators and staff. Senator Hinkins introduced Shepherd and invited him and family to the center of the chamber; Senator Wyler, Senator Harper and others related short anecdotes illustrating Shepherd’s attention to decorum and work ethic. Shepherd thanked colleagues and family and spoke briefly about the importance of his relationships and support through the years. The chamber resolved into a Committee of the Whole for a few minutes so senators could speak directly to Shepherd, then returned to regular session and adjourned for the day.

The recognition is ceremonial; no policy actions were taken as part of the citation. The Senate presented Shepherd with a plaque and a Senate coin and planned a photograph with family and former Senate presidents.
