Senate approves largest-in-state education package, increases student funding and one-time investments

The Utah State Senate on Day 42 approved a broad education appropriations bill that sponsors described as the largest investment in state history for public education.

Senator Fillmore, the bill sponsor, told colleagues the package increases the weighted pupil unit (WPU) by 6% to $4,038 per student and adds targeted allocations for schools and students. "This will be the largest investment that our state has made in public education in its history," Fillmore said on the Senate floor.

Key allocations listed by the sponsor include $24,900,000 in additional funding for teacher and student success programs; $8,600,000 aimed at small school districts and charter schools; $5,200,000 for arts and science programs; $10,000,000 in teacher bonuses tied to extra work during the COVID surge; $3,500,000 for homeless-teen centers; and approximately $250,000,000 in one-time funding for additional teacher work days, facilities upgrades (including campuses for the schools for the deaf and blind), and technology.

Fillmore and other senators said the bill incorporates items approved by the Executive Appropriations Committee and reflects a combination of ongoing and one-time investments. Under suspension of the rules, the Senate recorded a final vote of 27 yeas, 0 nays, 2 absent; the bill was transmitted to the House for further consideration.

Advocates on the floor framed the bill as addressing long-standing priorities for schools and educators, while senators also signaled continued work on formula details and implementation as the bill moves to the next chamber. The Senate passed the measure under expedited procedures, and sponsors said they will work with the House on technical and programmatic details during the next steps.
