Senate backs creation of Great Salt Lake Water Trust, approves $40 million appropriation

The Utah Senate on Day 43 approved House Bill 410, establishing the Great Salt Lake Watershed Enhancement Program and a Water Trust administered under the Division of Forestry, Fire and State Lands and backed by a one‑time $40 million ARPA appropriation.

Senator Vickers, sponsor of the measure, framed it as a long‑term, voluntary strategy to retain or enhance flows into the Great Salt Lake and its wetlands by leveraging public and private funds and by creating advisory bodies to guide priorities. He said the lake is 11 feet lower than at statehood and that every foot of decline exposes roughly 50 square miles of lake bed, creating toxic dust and harming snowpack and local economies.

Supporters from across the floor — including Senator Weiler and Senator Kennedy — described the bill as a historic opportunity: "This is a generational decision," Kennedy said, urging colleagues to visit and see the lake's condition firsthand. The bill passed under suspension of the rules with 23 yeas, 0 nays and 6 absent and will be returned to the House.

The bill's primary features include the creation of a Water Trust, an advisory council, an emphasis on voluntary arrangements with landowners and local partners, and $40 million in one‑time funding to begin program activities. Sponsors said the trust can complement other state investments and leverage additional funding from private partners.
