Attorney Steven Bellas, representing 600 Silver Lane LLC, told the Town of Stratford Inland Wetlands Commission the applicant has submitted revised plans (dated 04/14/2024), provided required bonds and implemented erosion controls, and requested that conditions attached to the wetlands permit be modified so the applicant can obtain a building permit.
Kelly, the staff reviewer, told commissioners she provided John Casey's email stating he is satisfied with the engineering as presented. Bellas said the project was part of a global settlement with the town and that, in his view, "we do not believe that there's any violation, warranting a cease and desist," and that conditions (including a silt fence and escrowed erosion bond) had been addressed.
The chair called for a motion to approve the permit modifications; the commission approved by voice vote. Commissioners then moved and voted to lift the cease-and-desist order for the property. One commissioner asked whether the commission had previously voted to revoke the order; staff confirmed the motion was required and the vote was taken and recorded as passed.
The commission instructed staff to record the modifications and work with the applicant on any remaining administrative requirements before a building permit issues.
