The Springville City Council authorized staff to allow participation in a prepaid energy commodity agreement and approved execution of a qualified-use certificate required under the supply contract. City counsel (presenter) explained the request is an early procedural step allowing Utah Associated Municipal Power Systems (referred to in the transcript as UAMS) to execute necessary contract paperwork with the Southeast Energy Authority.
Counsel told the council the city's share of allocated commodity supply is modest and estimated annual savings at current allocation would be roughly $50,000: "we estimate that we'll be saving about $50,000 a year," the presenter said, while noting that contract-term details remain under negotiation and some intervals and figures in the contract were still blank. Staff said the Steel Solar project is expected in late May and that other municipalities in the association can utilize unused qualifying allocations if Springville cannot use its full share.
A motion to authorize Springville City to participate in the prepaid energy agreement and to execute the qualified-use certificate passed on a roll-call vote with recorded affirmative responses (Jake Smith; Logan; Mindy Wright; Craig; Mike). The council recorded that the execution of the qualified-use certificate is a discrete authorization and that any final contract terms would be brought forward as necessary.
