Springville City Council opened its meeting with ceremonial items before business: Stacy (city staff) read an Arbor Day proclamation declaring 04/26/2024 as Arbor Day in Springville and noting the city’s status as a Tree City for 45 years and city-managed trees numbering "over 36,000." Mayor Matt Packard and staff encouraged public participation in the Arbor Day planting at Brookside Elementary.
Chief Lance Haight recognized Community Emergency Response Team (CERT) graduates and thanked volunteers and Mike Sawyer, the CERT coordinator, for training and community service such as sandbagging during runoff events. A CERT graduate described the group’s role in disaster response: "If there is ever a disaster, we take care of ourselves and then we come out and help out you guys..." the graduate said.
Leanne Powell, executive director of the Utah Recreation and Parks Association, and Rhett Ogden, the association president, presented Springville Parks and Recreation with the Association’s Department of the Year award for a class-2 city (up to 50,000 residents) and noted records in program participation; they also announced Cameron Robinson as recipient of the Steve and Georgia Carpenter Professional Development Scholarship. Rhett Ogden said, "This isn't just any award, but it's the department of the year for a class 2," and praised the city staff’s work.
Later in the meeting the council approved the consent agenda, which included approval of meeting minutes and library board member appointments. The council noted there had been no public comment for those consent items.
