Essex County commissioners approved a broad set of professional-services contracts covering outside counsel and specialty legal work, with not-to-exceed ceilings for multiple law firms and practice areas.
County counsel summarized each firm, the matter type (personal injury, employment law, workers' compensation, and specialized legal work) and the not-to-exceed amounts. Counsel said these are engagement ceilings rather than immediate payments and described a standard county rate of $150 an hour with discretionary increases to $200 for complex matters.
Commissioners pressed for clarity on settlement exposure and the potential impact on budget line items. Counsel said some high-exposure matters remain but that the county has defenses and will manage risk; he also noted the county may seek higher hourly rates in the future if necessary to secure qualified representation. Several contract items were discussed as routine retainer arrangements, grievance representation, or contingent-fee collections.
The board approved the package on roll call. County counsel offered to meet with commissioners in a smaller setting or go into closed session for detailed strategy or privileged legal discussions where appropriate.
