Committee votes to send wetlands policy language to implementation committee after amendment fails

The Comprehensive Plan Update Committee voted to refer proposed wetlands implementation language to the town's implementation committee rather than establishing a new, time-limited wetlands committee.

A staff-drafted policy in the natural-resources chapter proposed creating a committee to study wetland guidelines and report back within six months. At the meeting, Speaker 15 outlined the draft: "There is a policy statement about establishing a committee related to wetland management and reporting findings to the board of selectmen within 6 months of establishing such committee" (staff comment).

Member Speaker 2 moved that, instead of creating a new committee, the wetlands items be "turned over to the implementation committee for their consideration" (motion). Member Speaker 6 proposed an amendment to send those items to the Conservation Commission first; that amendment failed on a voice/hand vote after brief discussion. The committee then approved the original motion to refer the wetlands language to the implementation committee.

Several members framed the decision as a question of capacity and overlap. Speaker 2 said the town already had many standing groups and that new committees could be burdensome; others, including conservation supporters, urged referral to the Conservation Commission for expertise before wider implementation work.

Next steps: staff will record the referral in the committee's implementation tracker and coordinate with the select board and the (future) implementation committee about timelines and any follow-up work. The committee did not adopt ordinance language at the meeting; it referred the proposed strategy for study and follow-up.

The committee also discussed the scope of wetlands counting for density calculations and whether town definitions align with state and federal agencies; staff said the town's current definition and net-area approach remain in effect and recommended practical follow-up with the Conservation Commission or implementation committee as needed.

The motion outcome: amendment to send to the Conservation Commission failed; original motion to send to implementation committee passed. The committee recorded the votes by a mix of raise/voice responses and a subsequent roll-call-style check recorded those present.
