Committee recommends waiving 2019–2020 employer reporting under healthcare and Fair Chance rules

The Rules Committee voted on April 5 to recommend an ordinance that waives certain employer reporting requirements for the Healthcare Security Ordinance and the Fair Chance Ordinance for 2019 and 2020 and codifies the prior waiver for 2019.

Andy Mullen, presenting on behalf of Supervisor (name as referenced in the agenda), said the City Attorney advised the waiver should be enacted via ordinance rather than by repeated mayoral proclamation. He told the committee that completing the administrative reporting would be particularly challenging and burdensome as businesses reopen amid the pandemic.

"This ordinance, just for clarity's sake, also goes back and codifies the fact that we waived last year's as well," Mullen said. Director Pat Mulligan of the Office of Labor Standards Enforcement was listed as available to answer questions.

No public commenters were in the queue for this item. Chair Aaron Peskin moved to send the ordinance to the full Board with a positive recommendation; Supervisors Rafael Mandelmann and Connie Chan joined Peskin in the aye vote and the motion passed without objection.
