Committee recommends four Market & Octavia CAC appointments, continues two seats for outreach

The Rules Committee on Oct. 4, 2021, moved to recommend four candidates for the Market & Octavia Community Advisory Committee (CAC) and to continue two seats for further outreach.

Chair Supervisor Aaron Peskin proposed continuing seat 1 because a tenant seat was not clearly advertised on the Planning Department's webpage; he said the committee should allow time to attract qualified tenant applicants. After hearing from a slate of applicants and comments from Supervisor Dean Preston's office, the committee agreed to an omnibus motion to continue seats 1 and 2 to the call of the chair and to recommend the following appointments to the full Board: Madeline Howie for seat 3, Autumn Adame for seat 4, Jason Henderson for seat 5, and Tracy Jacks for seat 6.

Applicants described neighborhood involvement and planning experience: Jason Henderson referenced long-standing work on Market Octavia and transit/parking issues and noted concerns about transit capacity; Tracy Jacks cited volunteer cycling and transportation roles; other applicants described housing advocacy, neighborhood association service and small-business experience. Supervisor Preston's office outlined a suggested configuration that aimed to balance neighborhood representation and candidate qualifications.

The committee adopted the omnibus motion by roll call and will forward the recommendations as a committee report to the full Board. Seats 1 and 2 remain continued pending further outreach and clarification of qualifications.

Why it matters: The CAC advises on planning, transportation and community improvements in the Market Octavia plan area; membership affects neighborhood input on upcoming projects, housing and transit changes.

Next steps: The Clerk will prepare the committee report for the full Board. Continued seats will be reopened at the chair's call to allow additional applicants to apply or for current applicants to be reassigned to eligible seats.
