Committee forwards one juvenile‑probation reappointment and tables remaining nominations

The Rules Committee on Jan. 31 considered five nominations to the Juvenile Probation Commission and took mixed action: it forwarded the reappointment of Andrea Shorter to the full Board of Supervisors without recommendation and tabled the other four items for further consideration.

Committee members questioned applicants about their work on juvenile justice reform, the department’s 'well‑being' focus in the closed juvenile hall report, and what roles the commission should play in implementation. Several nominees described experience in diversion, nonprofit service delivery and applied research; candidates emphasized priorities such as mental‑health beds, community‑based placements and financial planning for detention alternatives.

Public comment included both strong support (community leaders and the Human Rights Commission staff) and opposition. A caller criticized Andrea Shorter’s past ethics filings and said she had been fined previously; other callers and supporters highlighted Shorter’s role in developing a nationally replicated detention‑diversion model. Committee members expressed concern about the appearance of a conflict where a commissioner engages in political advocacy around an official (the district attorney) while the commission oversees aspects of law‑enforcement policy; Chair Peskin proposed forwarding item 7 without recommendation and tabling the rest to allow fuller Board discussion.
