Rules committee advances most mayoral appointees after one withdrawal

The San Francisco Board of Supervisors Rules Committee voted Nov. 15 to forward several of Mayor London Breed’s appointments to the full Board of Supervisors while accepting a last-minute withdrawal and tabling one nomination.

Chair Aaron Peskin told the committee that "we received a letter from the mayor withdrawing Mister Gonzales from this nomination to this seat on the sheriff's oversight board," and proposed tabling the item. The committee closed public comment after finding no callers on the line and adopted a motion to table the nomination of Mark Gonzales to the Sheriff's Department Oversight Board (term to 03/01/2023). Mayor’s representative Tyra Fennell apologized for the late withdrawal, saying it was made "for the betterment of the overall oversight committee."

The committee also considered nominations for the Sheriff's Department Oversight Board for Julie Su (term to 03/01/2025) and Dion J. Rochter (term to 03/01/2025). After brief candidate remarks and two members of the public offering support for Julie Su, the committee amended the subject language to remove an erroneous "rejecting" clause and voted to forward both nominations to the full Board of Supervisors with a committee recommendation. The roll calls were recorded as aye without objection.

Separately, the committee received the reappointment of Al Perez to the Entertainment Commission (term to 07/01/2025). Perez described his decades of community work, leadership of the Philippine American Arts Exposition and the Pistahan Parade and Festival, and said the commission has worked to help venue operators with shared-space programs, permitting streamlining and grant assistance during pandemic recovery. With no public speakers in line, the committee adopted an amendment to the item’s language and voted to forward Perez’s reappointment to the full board with the committee’s recommendation.

What happens next: The nominations and reappointments advanced by the Rules Committee will be considered by the full Board of Supervisors at a future meeting. The nomination of Mark Gonzales was withdrawn by the mayor and thus will not proceed unless re-submitted.
