Rules committee advances refuse-rate restructuring measures to the June ballot; one sent without recommendation

The Rules Committee read and advanced two ballot measures on Feb. 22 that would change how refuse collection and disposal rates are set in San Francisco.

Clerk Victor Young read items 2 and 3, both motions to submit ordinances to the June 7, 2022 ballot to restructure the refuse‑rate setting process and move responsibility toward the controller acting as refuse‑rate administrator rather than hearings before the Department of Public Works.

Chair Aaron Peskin moved to send item 2 to the full Board with a recommendation; supervisors voted unanimously to advance the measure. For item 3, Peskin said he would withhold a committee recommendation and monitor the behavior of Recology corporate over the coming week, citing concerns about the company’s conduct; the committee voted to send item 3 to the full Board without a recommendation.

Both items now move to the full Board of Supervisors, where members may choose to place one or both on the June ballot and to adopt any additional technical language or conforming amendments.
