Rules committee recommends several Local Homeless Coordinating Board appointments, debates shelter vs. housing

San Francisco’s Rules Committee on Feb. 22 advanced multiple appointments to the Local Homeless Coordinating Board (LHCB) and heard sustained discussion about the board’s role in balancing short‑term shelter needs and long‑term permanent supportive housing.

Emily Cohen of the Department of Homelessness and Supportive Housing opened the item with background: the LHCB oversees the federal Continuum of Care, which the committee heard delivered about $60,000,000 in funds to the city last year and plays an advisory role to the department and a public‑engagement role for people with lived experience.

Multiple applicants described a range of relevant experience. Incumbent Kelly Cutler emphasized lived experience with homelessness and direct-service work and urged that people with direct experience be central to solution design. Josh Steinberger highlighted experience with coordinated entry and problem-solving services. Mark Nagel, who leads Rescue SF, advocated interim shelter cabins and other interim shelter models as cost‑effective ways to get people off the street while permanent housing is developed. Del Seymour, the incumbent co‑chair, spoke of long-term lived experience, veteran status and a need for higher-capacity sheltering. Applicants Ansel Romero, Nikon (Janelle) Guffey and Gary McCoy each described complementary housing or service experience relevant to LHCB responsibilities.

Public callers largely supported reappointment of Kelly Cutler and also offered endorsements for Mark Nagel and others; speakers from neighborhood associations and shelter-advocacy groups described Rescue SF’s work on a tiny-manufactured-cabin pilot at 33 Golf and applauded applicants’ practical experience.

Chair Peskin moved a package recommendation: reappoint Kelly Cutler to seat 5, reappoint Del Seymour to seat 6 with a residency waiver, and appoint Nikon (Janelle) Guffey to seat 7, while continuing seats 8 and 9 to the call of the chair to await the controller’s appointment. The committee recorded unanimous 'aye' votes and the motion passed without objection. The recommendations will be delivered to the full Board for final action and confirmation as required.
