The Rules Committee unanimously recommended two nominees to the Behavioral Health Commission on May 2, forwarding Liza Morawski for seat 14 and Lisa Winn for seat 13 to the full Board of Supervisors.
Chair Aaron Peskin and committee members reviewed applications and heard opening statements from both candidates. Morawski described herself as a longtime behavioral‑health advocate and a former supportive‑housing resident who said city services saved her life; she told the committee she could bring lived experience and community connections to oversight, particularly on housing, mental health and substance‑use crises. Lisa Winn described personal experience with trauma and community work and said she would bring direct, community‑rooted knowledge to the commission’s work.
Jeffrey Greer, executive director of the Behavioral Health Commission, told the committee the body is ‘‘the front line for all people in San Francisco who are battling mental health issues’’ and urged careful consideration of the commission’s composition and the pace of prior legislative changes affecting the body. Dozens of public commenters—including neighborhood organizers, supportive‑housing advocates and residents—spoke in support of Morawski, citing her track record of advocacy and oversight of supportive‑housing conditions.
After public comment, Chair Peskin moved to send Morawski and Winn to the full board with recommendations; Supervisors Chan, Mandelman and Peskin recorded aye votes and the motion passed without objection. The committee noted the importance of appointees who can regularly attend meetings and engage with state‑level changes affecting behavioral‑health policy.
