Rules Committee advances Treasure Island Development Authority nominations after discussion of tolling, transit and resident equity

The Rules Committee reviewed items 4–6 on May 2, forwarding three Treasure Island Development Authority (TIDA) nominations to the full Board of Supervisors with positive recommendations after discussion about transit funding, resident outreach and community impacts.

TIDA board president Faye Shen described the master plan approved in 2011 that envisions about 8,000 housing units and more than 300 acres of open space and emphasized equity and sustainability goals for the redevelopment. Shen and other nominees highlighted workforce training programs that have drawn residents into construction and demolition jobs and described goals for inclusive development.

Committee members repeatedly pressed nominees on the tolling question: TIDA representatives said toll revenue is one source intended to fund a ferry, an on‑island shuttle and AC Transit connections to Oakland and the city, and nominees emphasized that residents would receive free transit passes while nonresident user fees would help underwrite services. Members of the committee and public speakers asked how the toll would affect nonresidents who provide care, health and support services for island residents; Supervisor Peskin noted the San Francisco County Transportation Authority and the Board of Supervisors would need to approve any toll by supermajority.

Multiple public commenters, tenant advocates and community leaders testified in support of Linda Richardson’s reappointment and praised her long record on transportation, environmental justice and community development.

The committee amended item titles to remove phrasing that would indicate rejection and voted to send items 4–6 to the full board with positive recommendations; votes were recorded as aye by Supervisors Chan, Mandelman and Peskin.
