Rules Committee forwards nurse contract and citywide labor MOU amendments to full Board

The Rules Committee on Monday voted to forward an ordinance amending citywide memoranda of understanding (item 6, file 220598) and a successor MOU for registered nurses (item 7, file 220696) with committee recommendations.

Artis Graham, city negotiator, briefed the committee on the RN MOU and described a two-year agreement that includes a 5.25% wage increase effective July 1, a 2.5% increase on Jan. 1, 2023, and a 2.25% increase on June 30, 2023. The agreement also adjusts steps for certain classifications to aid retention, adds roughly 55 new full-time equivalent positions to address staffing and break-relief needs, and negotiators said the department anticipates hiring or issuing offers to about 140 nurses by July 1.

Supervisor Connie Chan sought clarification on whether the MOU affects a previously approved near-$85 million temporary contract for registered nurses; Graham said he was not aware of an impact and that the department should clarify. Public commenters who called in, including David Pilpel, voiced support for the RN MOU and thanked negotiators for reaching a settlement.

Committee action: Chair Peskin moved to send item 6 as a committee report for consideration June 14 (file 220598) and item 7 to be heard June 22 (file 220696); roll-call votes were recorded and the motions passed without objection.

Next steps: Item 6 will proceed to the full Board as a committee report on June 14; item 7 will be scheduled for Board consideration on June 22, per committee direction.
