Rules Committee advances appointments and issues written determinations for small‑business commissioners

The Rules Committee of the San Francisco Board of Supervisors on July 18 recommended the appointment of Britt (Bridal) Creech to seat 3 of the city's Shelter Monitoring Committee and forwarded a separate appointment of a supervisor to the Reentry Council to the full board.

Chair Aaron Peskin introduced Creech, who described 17 years of San Francisco outreach experience, including work with the Mission Neighborhood Resource Center and as managing site director at the navigation center serving transgender, gender‑nonconforming and cisgender women. Public commenters including Jordan Davis and representatives of shelter monitoring programs testified in support, describing Creech's longstanding service and lived experience. The committee voted unanimously to send the appointment to the full Board with a positive recommendation (Supervisors Chan, Vice Chair Madelmann and Peskin recorded as "aye").

On two separate advance written determinations (AWDs) involving members of the Small Business Commission, the committee advanced Item 2 (William Ortiz Cartagena) to the full board with a positive recommendation after Cartagena described his nonprofit work supporting Latino entrepreneurs and confirmed he receives no compensation in that capacity. Item 3 (Tiffany Carter), which would allow Carter to seek assistance from the Office of Economic and Workforce Development for businesses and organizations she helps, was amended to add clarifying language about Carter's affiliations with SF Black Wall Street LLC/Foundation and a condition that she submit another written determination if she receives compensation over $1,000 per month from that LLC; the amendment was adopted and the committee continued the item to a later meeting to allow a final version to be filed.

Separately, the committee recommended sending Supervisor Stephanie's appointment to the Reentry Council to the full Board; reentry staff spoke in support and clarified the seat must be held by a member of the Board and had been vacant since it was last occupied.

The committee's action record and the motions before it reflect only the items and vote outcomes discussed at the hearing; the full Board will consider these recommendations at a subsequent meeting.
