Committee sends two Golden Gate Park ballot measures to voters after presentations and public comment

The Rules Committee voted to file and forward two competing measures affecting Golden Gate Park to the November ballot: a mayoral initiative to amend the Golden Gate Park Revitalization Act of 1998 (Prop J) to allow the city to acquire, operate or subsidize the Museum Concourse garage and to dissolve the Concourse Authority; and a supervisor‑sponsored initiative that would revise the park access and safety program and codify car‑free segments of JFK Drive.

Recreation & Parks staff and MTA representatives presented background: the garage is an 800‑space facility under the music concourse that was built with philanthropy and debt backed by parking revenue, and staff said the outstanding debt related to prior financing and management issues is about $25,000,000. The measures do not compel the city to spend funds; they permit the city to use public funds and to better align governance of the garage with park and access goals. Public commenters included advocates for active transportation, park access, museums, and neighborhood residents; several speakers expressed support for letting voters decide and for city control of an underutilized garage.

The committee filed both measures for the ballot and will transmit them to the city election process under the board's rules; further implementation details, including any fiscal analysis, will be addressed by the full Board as the ballot process proceeds.
