Rules Committee clears several reappointments, amends conflict-of-interest code and splits Golden Gate Bridge appointment

At its final meeting of 2022, the San Francisco Board of Supervisors Rules Committee moved a slate of procedural items including multiple reappointments and technical code changes.

Items 1 and 2 on the agenda concerned reappointments to the redevelopment successor agency oversight board. The clerk read Item 1 (reappointment of Anna Vandegna for a term ending Jan. 24, 2026). Chair Aaron Peskin moved an amendment to remove the word "rejecting" from the paperwork and to send Item 1 as a committee report to the full Board in January; the motion passed without objection (Supervisor Chan Aye, Vice Chair Mandelmann Aye, Chair Peskin Aye). Item 2 (reappointment of Moses Corette) was continued to the committee's first meeting in January so the appointment could be finalized before the term expiration.

Item 4 (reappointment of Kate Black to the Historic Preservation Commission, term ending Dec. 31, 2026) was presented and the committee agreed to forward the matter with a minor technical edit; the motion passed without objection. Item 5 (appointment of Supervisor Asher Safai to the Golden Gate Bridge, Highway and Transportation District Board) required splitting the file: the committee duplicated the item to send a motion for the unexpired portion of the current term for immediate committee report and a second motion for the full two-year term beginning Jan. 31, 2023; the committee amended the file to change "executive director" to "general manager" and voted to forward both motions with recommendation.

Item 6 (reappointing Supervisor Hilary [as listed in the file] to the Metropolitan Transportation Commission) will appear on the full Board agenda on Jan. 10; the committee voted unanimously to forward the item. Item 7, an ordinance amending the campaign and governmental conduct code to update Form 700 filers and categories, was amended to reflect recent ballot changes (including Prop B and Prop C3), to seek follow-up from affected departments for outstanding categorization questions, and then continued to the call of the chair for further revision.

Votes on these non-controversial items were routine: several passed without objection, while a handful were continued for timing or technical cleanup. The committee adjourned after completing its calendar.
