Rules Committee amends Board rules to expand and clarify remote public comment, sends amendment to full Board

The Rules Committee voted April 3 to amend the Board of Supervisors’ rules of order to formalize both in-person and remote public comment and to forward the amended language to the full Board with a positive recommendation.

Clerk materials described the proposal as a housekeeping update implementing the full Board’s earlier debate to allow broader remote participation. Public commenters welcomed expanded access but raised concerns about a three-tier accommodation system that classifies callers (in-person, callers identifying as having a disability, and other remote callers). Caller Patrick Monet Shaw urged the committee to work with the city administrator’s office to standardize remote-comment rules across city policy bodies and to eliminate discriminatory treatment requiring people to self-identify as disabled to receive longer time allowances.

Caller David Pilpel supported the amendment but noted a likely wording typo in the draft and recommended changing an instance of "rules" to the singular "rule 1.3.3." The committee adopted the technical amendment and then voted unanimously (Walton, Safaie, Dorsey Aye) to send the motion as amended to the full Board.

The committee’s amendment creates rule 1.3.3 to provide for in-person and remote public comment opportunities and changes rule 4.22 to align with the updated approach; the version advanced to the full Board contains the committee’s adopted technical correction.
