Committee recommends two nominees to Assessment Appeals Board No. 3, excuses Supervisor Safai for part of the meeting

The Rules Committee voted April 10 to forward positive recommendations for two nominees to Assessment Appeals Board No. 3: Mark Decow for seat 5 and John Hsu for seat 6.

Chair Supervisor Matt Dorsey introduced the two applicants. Mark Decow said he has lived in San Francisco since 1990, has worked in residential real estate for many years, runs a boutique brokerage, has served on the San Francisco Association of Realtors' board and was its president in 2020; he told the committee his appraisal and sales experience would help him serve on the assessment appeals panel.

John Hsu joined remotely and said he has been a California real estate broker since 2012, a licensed insurance agent since 2014, and has about 10 years of property-management experience. Hsu told the committee he earned an associate's degree in real estate and a law degree from the University of Nebraska; he said he lives in Albany but is local to the Bay Area and hopes to serve San Francisco residents on the appeals board.

There was no public comment. Because of a scheduling challenge after a brief technical recess, the committee granted a motion to excuse Supervisor Asha Safai for part of the discussion. Chair Dorsey moved to recommend both nominees to the full board with positive recommendations; the motions passed unanimously. The appointments and the excusal proceed to the full board along with other committee items.

The clerk's file lists the seats and term endings under consideration: one term ending 09/04/2023, two terms ending 09/04/2024 and one term ending 09/01/2025 were listed in the item call; the committee recommended two of the applicants to the full board at this meeting.
