The Rules Committee unanimously recommended five candidates to fill seats on the Commission of Animal Care and Control and Welfare (SFACC) and forwarded the nominations to the full Board for confirmation.
Chair Dorsey called five applicants in order. Michael Reid described decades of volunteer work with animal rescue organizations and time fostering parrots; Mikaela Garfinkel emphasized expertise on human–wildlife conflict, second-generation rodenticides and communications skills; Lisa Irene Fagundes highlighted experience working at the San Francisco Public Library and familiarity with city processes; Jane Tobin recounted long-standing volunteer and nonprofit work including founding Friends of Animal Care and Control; and Michael Torres described his experience as current commission chair and efforts to increase transparency and public attendance at commission meetings.
Public comment included support by an alternate commissioner and a caller who urged continuity and new ideas for the commission. Chair Dorsey moved to recommend Michael Reid (seat 1), Mikaela Garfinkel (seat 3), Lisa Irene Fagundes (seat 4), Jane Tobin (seat 5) and Michael Torres (seat 6); the committee approved the motion by roll call (Walton: aye; Safae: aye; Dorsey: aye) and forwarded the nominations to the Board.
What’s next: The Board of Supervisors will consider confirmations and the commission will continue work on ordinance review, public-education programming and outreach.
