Supervisor Katherine Stephanie, the original sponsor, expressed caution about adopting complex, substantive changes without adequate time for the department and original authors to review them. Nikkita Sayani, legislative aide to Supervisor Ronan, presented amendments that would broaden the definition of domestic violence beyond Penal Code sections (273.5 and 243(e)(1)) to include threatened violence, restraining-order violations, stalking and other abuse, and would require SFPD to include cases referred to its Special Victims Unit and the DA to report on victim‑services outreach numbers.
Diana Oliva Arroche (SFPD, Director of Policy & Public Affairs) said SFPD analysts had not yet had adequate time to review the new reporting fields and warned of staffing and analytic limitations if the Special Victims Unit were required to produce expanded quarterly reports without additional capacity. Deputy City Attorney Anne Pearson clarified that the city attorney’s office had circulated a set of approved‑as‑to‑form amendments the prior day, but some amendments read into the record had not yet been approved as to form.
Committee members reached a compromise: they adopted a limited amendment that allows the District Attorney, at its discretion and consistent with law, to include supplemental, non‑identifying contextual information alongside raw quarterly data (subsection F on page 4, lines 1–4), and they continued the duplicated, amended file to Jan. 13, 2022 to allow further negotiation and department review. The clerk recorded the roll call for the adopted amendment and the continuation (three ayes).
