The Rules Committee unanimously approved sending to the full Board an ordinance amending the City Administrator’s surveillance‑technology policy. Sophie Hayward and COA staff explained the proposal would extend existing camera policy that governs Real Estate assets to cover all agencies within the Office of the City Administrator — including TIDA — while continuing to rely on Real Estate for implementation, since Real Estate controls the majority of the camera portfolio.
The amendment would permit certain Animal Care and Control staff to monitor live feeds and review recorded footage under specified conditions without prior approval from the Real Estate Director, a change prompted by response‑time issues at Animal Care and Control sites. The amendment preserves existing export and record‑keeping processes; any future camera acquisitions would be recorded in the annual surveillance inventory submitted to COIT. The presentation noted prior review by COIT (Nov. 16) and the Policy Review Board (Nov. 7).
No public commenters spoke on this item. The committee recorded a unanimous roll call and forwarded the ordinance to the full Board with a positive recommendation as a committee report.
