The Rules Committee of the San Francisco Board of Supervisors on Monday recommended three candidates to the Assessment Appeals Board and will forward those appointments to the full Board for final confirmation on Dec. 12.
Chair Supervisor Matt Dorsey moved to recommend Steven Wasserman to seat 3 and Richard Lee to seat 7 of the Assessment Appeals Board. Vice Chair Shimon Walton voted, “Aye,” Supervisor Asha Safai was recorded absent, and Chair Dorsey voted “Aye,” and the motion passed by majority.
Later in the meeting the committee considered a separate vacancy on Assessment Appeals Board number 2. Elizabeth Miller, the sole applicant for that seat, introduced herself and described her background: “My name is Elizabeth Miller, and I'm an applicant for the board 2 position,” she said, noting she graduated from USF Law School in 2008 and has practiced housing and real estate law since then. Chair Dorsey moved to recommend Miller to seat 2; Walton, Safai and Dorsey each voted “Aye,” and the motion passed without objection.
The committee record notes the seats carry specified term end dates: one set of appointments referenced terms ending Sept. 7, 2026, and Sept. 1, 2025 for the items discussed. The committee also reiterated statutory-style qualification criteria for Assessment Appeals Board members: a minimum of five years' California professional experience as a certified public accountant or public accountant, a licensed real estate broker, an attorney, or a property appraiser accredited by a nationally recognized professional organization and certified by the office of real estate appraisers or the state board of equalization.
Clerk Victor Young told the Committee that public comment would be taken on each agenda item and that items acted on at this meeting are expected to appear on the Board of Supervisors agenda on Dec. 12. For the appointment items, the clerk reported there were no public commenters present.
Both motions recommended by the Rules Committee will be placed on the full Board agenda for formal confirmation on Dec. 12. The committee adjourned after completing the agenda.
