Land Use Committee extends interim zoning controls for conversions from residential care facilities

The Land Use and Transportation Committee on April 5 approved forwarding a resolution to extend and modify interim zoning controls that require conditional-use authorization for changes of use from residential care facilities.

The measure, introduced as Item 1 and amended previously at the committee’s March 22 meeting, was presented by Jacob Bintliff of Supervisor Mandelmann’s staff. Bintliff said he was available for questions and thanked the committee for considering the item. With no public callers on the record, the committee discussed the persistence of facility and bed loss and the need for continued protections.

Supervisors Aaron Peskin and Dean Preston both voiced support for an extension and for permanent controls to preserve residential care capacity in the city. Peskin told colleagues he hoped the Planning Department and the Planning Commission would use the tools to “ensure that residential care facilities continue” in San Francisco.

A motion to forward the item to the full Board with a positive committee report passed on a 3–0 roll call vote.
