Committee forwards Shay Brando beer-and-wine license application with neighborhood conditions

Supervisor Gordon Marr’s Public Safety and Neighborhood Services Committee on Nov. 10 voted 3‑0 to send a resolution to the full Board of Supervisors recommending approval of a Type 42 on‑sale beer‑and‑wine public‑premise liquor license for Shay Brando LLC at 77 Filbert Street.

The Alcoholic Beverage Control liaison unit (ALU) of the San Francisco Police Department reported one letter of protest and three letters of support for the application and recommended approval with conditions, including that the petitioner “actively monitor the area under the control” to prevent loitering and that “no noise shall be audible at any nearby residence.” Chair Gordon Marr made the motion to prepare the committee report and forward it to the full Board; Vice Chair Catherine Stephanie and Member Myrna Malgar voted aye.

Applicant Jesse, who identified himself as the owner-operator, told the committee he has been in business in North Beach since 1999 and described the proposed business as a small, culturally oriented wine bar focused on education rather than loud entertainment. He said the venture is self‑funded, that he expects to employ two to four full‑time and two to four part‑time staff, and that he supports the ALU conditions. Jesse spoke about personal and community reasons for opening the bar and said he aims to offer accessible wine options to neighborhood residents.

A neighborhood resident, Mark Bruno, praised Jesse personally but urged caution. Bruno said the interior space is “under 300 square feet” and argued that Jesse’s plan for shared outdoor space could conflict with the ALU conditions against loitering and audible noise for upstairs residences, asking, “How can the shared spaces not break the condition… that there be no noise that interferes with the residences upstairs?” He also said the site sits roughly 500 feet from a city elementary school and described the block as residential and “overly saturated” with existing alcohol‑service outlets.

The committee did not change ALU’s recommended conditions. The clerk noted that items from the meeting will be scheduled on a future Board agenda; the committee’s positive recommendation will be transmitted to the full Board as a committee report for consideration at the next available Board meeting.
