Committee recommends Bar Agricole transfer to permit small retail shop at 1540 Mission

The Public Safety and Neighborhood Services Committee voted 2-0 to forward a resolution recommending a Type 21 off-sale general liquor-license transfer to Bar Agricole Incorporated for 1540 Mission.

Acting Chair Supervisor Matt Dorsey moved that the clerk prepare a resolution finding the license would serve the public convenience or necessity and forward it to the Board as a committee report for consideration on 01/31/2023.

Officer Samuelson reported that Bar Agricole’s application included two letters of support and no letters of protest, that the site is in Plot 204 (classified high-crime) and Census Tract 177 (high saturation), and that the ABC liaison unit recommended approval.

Beth Abalafia of Hinman & Carmichael and Thad Vogler, principal of Bar Agricole, told the committee they sought a small retail shop selling specialty wines and distilled spirits to complement their restaurant program; Vogler said the business had opened earlier in the neighborhood in 2010 and was seeking to reestablish operations after closing during COVID.

There were no public commenters. The committee recorded two ayes (Supervisors Joel Engadio and Matt Dorsey) and no opposition and will forward the resolution to the full Board with a positive recommendation.

Final licensing decisions remain subject to the Board’s action and the state Alcoholic Beverage Control process.
