Committee forwards Total Wine & More license transfers for 1750 Harrison with neighborhood concerns noted

The Public Safety and Neighborhood Services Committee voted 2-0 to forward resolutions recommending multiple liquor-license transfers for California Wine and Spirits LLC, doing business as Total Wine & More, for a proposed store at 1750 Harrison.

Officer Samuelson told the committee Total Wine had applied for a Type 21 off-sale general license, a Type 42 on-sale beer and wine license and a Type 86 educational tasting license; the liaison unit reported two letters of protest under review with the state Alcoholic Beverage Control and recommended approval with the standard condition that petitioners actively monitor adjacent properties to prevent loitering as depicted on ABC form 253.

Applicant representatives Justin Zucker (counsel) and Phil Armstrong (head of real estate, Total Wine & More) described the site as a 23,000-square-foot second-generation retail space the company had signed a lease on; Armstrong said Total Wine operates 35 stores in California (nine in the Bay Area), expects the Harrison location to employ approximately 60 people with about 80% full time, and framed the opening as reactivating a large vacant site while addressing concerns in opposition letters from neighbors such as Rainbow Grocery.

There were no public commenters in the hearing. The committee voted, recording two ayes (Supervisors Joel Engadio and Matt Dorsey) and no opposition, and will forward the clerk-prepared resolutions to the Board with positive recommendations.

Any final licensing actions remain subject to the Board’s decision and California ABC review.
