Committee backs Brick & Mortar music hall's Type 90 license with conditions, waives initial fees discussed

The Public Safety and Neighborhood Services Committee on March 23 voted to recommend that the Board of Supervisors approve a Type 90 on‑sale general music venue liquor license for Waterside LLC doing business as Brick & Mortar Music Hall at 1710–1712 Mission.

Officer Salmonson presented the Alcohol Liaison Unit's review, noting one letter of protest, Mission Station had no opposition, and the liaison recommended approval with conditions intended to reduce neighborhood impacts: active monitoring to prevent loitering, that entertainment not be audible at nearby residences, and a requirement that the petitioner provide at least one licensed uniform security guard on the premises during hours when entertainment is provided, the liaison said.

Michael O'Connor, co‑owner of Brick & Mortar, said the venue has operated for about 12 years and accepted the police department's conditions. Supervisor Safae/Safaie and other supervisors praised the venue's longevity and recovery since the pandemic. Supervisors discussed an ordinance to waive initial license fees and to raise the gross receipts threshold for ongoing fee reductions; Supervisor Safae/Safaie said the parklet outside the venue has helped the business and welcomed fee relief; Supervisor Dorsey indicated he would cosponsor the legislation.

No public opposition was recorded during the committee's public comment period on this item. Acting Chair Joel Engadio moved that the clerk prepare a resolution finding the transfer will serve the public convenience and necessity; the committee voted and the motion passed with no recorded opposition. The committee then voted to forward a positive recommendation to the full Board of Supervisors.
