The Land Use and Transportation Committee voted to send to the full Board an ordinance that would require transporters of construction and demolition (C&D) debris to obtain a temporary or annual vehicle permit from the Department of the Environment. The committee took the recommendation after brief sponsor remarks and limited public comment.
Chair Supervisor Mirna Melgar introduced the item, and Supervisor Asha Safaie thanked Department of the Environment staff and collaborating agencies for their work on the measure, saying the permitting approach uses existing debris-box permit structures and will help San Francisco progress toward its zero-waste goals while reducing illegal dumping. Bridal Major, the committee clerk, read public-participation instructions and the ordinance caption into the record.
During public comment one caller expressed support for the ordinance. Supervisor Dean Preston moved to forward the measure to the full Board with a positive recommendation; the clerk recorded 'ayes' from Supervisors Aaron Peskin, Preston and Melgar and the motion passed.
The ordinance is expected to appear on the Board of Supervisors agenda for Sept. 7, 2021, unless otherwise noted. The committee did not adopt substantive program changes at the hearing; it recommended the proposal for further consideration by the full Board.
