Supervisor Catherine Stephanie, chair of the Public Safety and Neighborhood Services Committee, moved that the clerk prepare a resolution finding that the issuance of a Type 20 off‑sale beer and wine license to SBL Living Assets 2018 LLC, doing business as Bluestream Gallery and Gifts at 555 Grant Ave., would serve the public convenience or necessity. The committee voted unanimously to send the resolution to the full Board of Supervisors with a positive recommendation.
Officer Salmasen of the San Francisco Police Department’s Alcoholic Beverage Control liaison unit told the committee the applicant had "0 letters of protest, 0 letters of support," and that the business is in Plot 160, described in the report as a high‑crime area, and Census Tract 117, described as high saturation, but that Central Station had no opposition and the alcohol liaison unit recommended approval.
Applicant representative CV Lee, who identified himself as a founder of the business, said the operation is an art gallery and gift shop, not a bar. "Art and wine go together," Lee said, adding the business intends to promote Asian‑owned wineries and sell art by his wife. Lee told the committee he does not plan a bar operation and described the storefront as primarily a gallery and gift shop.
There was no in‑person or remote public comment on the item. Clerk John Carroll noted that items acted on today are scheduled for the full Board agenda on July 25, 2023.
