Kelly Gross, representing the office of Supervisor Chan (the sponsor), presented an ordinance intended to strike Article 12 from the Planning Code and affirmatively prohibit oil and gas exploration, development, extraction and processing on land owned by the City and County of San Francisco. Gross said the Planning Commission unanimously recommended approval on Oct. 14.
Gross and city attorney Kristen Jensen said the Planning Department proposed minor modifications that remain in legislative review. Planning legislative affairs manager Aaron Starr explained that if Article 12 is removed, two definitions in the Planning Code that refer to oil and gas uses would also need updating so the repeal does not inadvertently allow production or refining through other categories; the Commission recommended amending heavy manufacturing definitions to exclude petroleum production or refining associated with oil and gas exploration.
Because the city's attorney's office had not finalized its review of Planning Department amendments, the committee paused the item earlier in the meeting and then, after discussion with staff, voted to continue Item 2 to the Nov. 1 meeting so the city attorney and planning staff can finalize any necessary amendments.
The committee will take Item 2 up again on Nov. 1; no final ordinance text or final vote occurred at the Oct. 25 hearing.
