The Public Safety and Neighborhood Services Committee on Jan. 11 recommended that the Board of Supervisors approve the transfer of a Type 48 on‑sale general public premises liquor license to Triple Chan Enterprises, which operates RM212 at 690 Sacramento.
Officer Steven Jonas of the San Francisco Police Department’s ABC Liaison Unit told the committee the ABC unit had received no letters of protest or support and that Central Station reported no opposition. He said the location falls in a designated high‑crime area and a high‑saturation census tract and recommended approval subject to conditions including active monitoring to prevent loitering and limits on noise, with an exception for activity authorized under an entertainment permit.
Applicant Ricky Chan said RM212 (formerly Room 22, established in 2017) struggled financially after the COVID‑19 pandemic and that securing a Type 48 license would provide an additional revenue stream to help revitalize the business and support downtown recovery. "We not only wanna reap the benefits during a good economy, but we also wanna be a supporting beam during the bad times too," Chan said.
David Villalobos, who said he had participated in the conditional‑use process, urged the committee to support the application, calling the applicants "decent, hardworking folks" aligned with the city's downtown recovery plan.
Vice Chair moved that the clerk prepare a resolution finding that the transfer would serve the public convenience or necessity and send the resolution with a positive recommendation to the full Board. The clerk recorded two ayes and no opposition; Chair Stephanie was excused.
The full Board of Supervisors will consider the committee’s recommendation when the item appears on the Board agenda.
