Committee backs resolution to create a homeowners housing‑development incentive program

The Land Use Committee recommended forwarding a resolution directing the Planning Department and the Mayor’s Office of Housing and Community Development to create a housing development incentive program for owner‑occupiers.

Sponsor Supervisor Mar said the program would expand an ADU pilot from District 4 citywide, targeting low‑ and moderate‑income owner‑occupiers and offering a mix of technical assistance, predevelopment services, streamlined permitting and financial incentives (grants and no‑interest loans tied to affordability requirements). Planning staff said the proposal aligns with the draft 2022 housing element policies (Policies 14, 26, 27) and could help stabilize BIPOC homeowners, support multigenerational living and increase moderate‑income housing production.

Lamar Heistek of Asian Inc., who participated in the District 4 pilot, described pilot outcomes and said about a quarter of homeowners served reported readiness to proceed with ADU development after assistance. Community organizations (Mission Economic Development Agency, tenant advocates and others) largely supported the resolution and urged targeted outreach and full grants for households unable to take on loans.

Supervisors adopted two non‑substantive amendments and agreed to forward the item as a committee report to the Board of Supervisors.
