Committee accepts amendments to labor‑compliance bond ordinance and agrees to one‑week continuance

The committee considered an ordinance to add Article 33O to the Police Code and amend the Building Code to require owners of certain residential projects to maintain labor compliance bonds and condition bond release on compliance with specified labor standards.

Monica Barnett, representing Supervisor Haney's office, read proposed substantive amendments: remove the phrase "and covered contractors" from the long title; redefine the scope so the ordinance applies to development in residential Group R as defined in Building Code section 310.1; change the project threshold to "10 or more residential or sleeping units" by adding the words "or sleeping"; and add a finding referencing California Health and Safety Code §17958.7 so the change would not constitute a change in building standards necessitating review.

The City Attorney's land use team identified the amendments as substantive and requested a one‑week continuance to accommodate review. The committee voted to adopt the amendments and to continue the item for one week; Supervisors Peskin, Preston and Melgar voted Aye on both actions.

No substantive public testimony was provided at today's hearing. The continuance gives sponsors and city attorneys time to finalize language and for any additional outreach before the ordinance returns to committee.
