Committee delays Transbay Block 4 zoning and land disposition actions for renegotiation with sponsor

Items related to the proposed Transbay Block 4 redevelopment were taken up Oct. 3; the committee rejected the general plan amendment recommendation and continued two linked actions to give the successor agency (OCII) and the project sponsor time to address last‑minute proposed changes.

OCII counsel told the committee that sponsor and agency staff proposed changes after the agency had already approved the project, and both OCII and the sponsor asked for more time to reconcile differences. The committee voted to recommend a 'no' on the general plan amendment (item 3) and to continue items 4 and 5 (zoning map amendment and land disposition/ground lease) to the call of the chair so staff and the sponsor can reach an agreed package.

The chair said the procedural approach would allow the parties to return with a cleaned‑up package when they are ready. No substantive Board vote on any final agreement occurred that day; the committee’s actions were procedural to preserve options for further negotiation.
