The committee voted to recommend a 'no' on the general plan amendment (item 3) and to continue items 4 and 5 (zoning map amendment and land disposition/ground lease) to the call of the chair so staff and the sponsor can reach an agreed package.
The chair said the procedural approach would allow the parties to return with a cleaned‑up package when they are ready. No substantive Board vote on any final agreement occurred that day; the committee’s actions were procedural to preserve options for further negotiation.
