Committee extends interim zoning controls and sends resolution to full Board with positive recommendation

The committee voted on Sept. 12 to extend interim zoning controls that require conditional use authorization in certain residential-commercial zoning districts and to make a narrowly tailored exception for expansions of existing residential buildings.

Supervisor Erin Peskin explained the resolution would extend controls enacted in an earlier resolution by six months (to January) and modify a specific exception so that an expansion to a building with two or more units would not require conditional use authorization provided no resulting individual unit exceeds 3,000 square feet and no resulting unit is less than 50% of the size of the largest unit in the building. Peskin said the temporary measure has helped maximize density in these districts while permanent controls are developed.

Planning staff expressed support and said they are working with Peskin's office on permanent controls. There were no in-person public commenters and one remote listener on the item. Supervisor Peskin moved the item to the full Board of Supervisors with a positive recommendation; the committee voted 'aye' (Peskin, Preston, Melgar) and the motion passed.

What happens next: The resolution and recommended modifications will be transmitted to the full Board for consideration; planning staff and the sponsor's office will continue to work on permanent controls.
