The committee advanced three items (5–7) to accept offers of public improvements and declare Phase 1 public right of way for Potrero and Sunnydale HOPE SF projects, and to grant a master encroachment resolution allowing limited encroachments to be maintained by the project's infrastructure association.
Mayor’s Office and HOPE SF staff described the projects as multi‑phase revitalizations of public housing sites that include replacement 1‑for‑1 units, new affordable units, community open space, and new streets and utilities. Staff said Phase 1 public improvements (streets, sidewalks, sewer, water, lighting and emergency communications) were built to public‑works standards but had been maintained by the developer and are now ready to be transferred to city ownership, liability and maintenance.
A public commenter voiced general support. The committee voted to send the items to the full Board with a positive recommendation (Peskin, Preston, Melgar: ayes). Staff noted annual maintenance responsibilities and that a master association will hold maintenance obligations for some encroachments.
