Committee continues HOME SF amendments, advances rezoning and several referrals to full board

The Land Use & Transportation Committee of the San Francisco Board of Supervisors met April 24 and took a mix of continuances and referrals on several agenda items.

Supervisors continued two related ordinances tied to HOME SF (Homeownership Means Equity) — one amending the Planning Code to exclude designated historic districts and a second adjusting HOME SF requirements and rent‑control disclosures — after Sponsor amendments were read into the record. Supervisor Aaron Peskin moved to amend item 2 with the circulated changes and then made a separate motion to continue items 1 and 2 together to the committee’s next meeting; the motion to continue passed 3–0.

The committee recommended an ordinance to rezone Assessor’s Parcel Block 0976 Lot 001 to permit up to 47 tourist‑hotel rooms and affirmed appropriate findings; Planning staff said the rezoning follows a settlement that includes payments to support a veterans permanent supportive‑housing program. The committee voted 3–0 to forward the rezoning to the full board with a positive recommendation.

Separately the committee sent several items to the full board as committee reports or recommendations: the proposed Environmental Justice Framework and related General Plan introduction (sent with a positive recommendation), and a LAFCO study and resident‑engagement request concerning Midtown Park Apartments (moved as a committee report). Where members requested more detail before action — most notably the MOHCD delegation item concerning ground‑lease amendments and residual‑receipts changes — the committee voted to continue so staff can supply additional information.

Votes were recorded verbally at the meeting; where roll‑call was conducted supervisors Peskin, Preston and Melgar voted aye on the items noted above. The committee adjourned after completing the agenda.
