Committee continues "Family Housing Opportunity" special-district proposal for more stakeholder work

A sponsor presented a planning-code ordinance to create a Family Housing Opportunity Special District on June 12 and asked the Land Use and Transportation Committee to continue the matter to July 10 while staff and the sponsor work through planning commission suggestions and stakeholder concerns.

The sponsor said the proposal—introduced in January and cosponsored by West Side Supervisor Joel Engardio—aims to increase housing production on the West Side, create predictable pathways for new units, and protect or mitigate impacts on existing rent‑controlled units. The sponsor said the planning commission approved the item unanimously but recommended modifications that the sponsor is still considering. A remote public commenter, Eileen Bogan, spoke in opposition unless the measure is amended and raised concerns about redistricting and neighborhood change.

The committee voted to continue the item to July 10 to allow the sponsor to return with clarified language, city‑attorney modifications and additional stakeholder negotiations; the motion passed with the committee's three members present voting aye.
