Committee approves PG&E easements to connect utilities at Islais Place affordable housing

The Land Use Committee heard a presentation from the Mayor’s Office of Housing and Community Development on a resolution to approve two PG&E easements on city property at 4840 Mission Street (Islais Place), one 198‑square‑foot easement for electrical equipment and a second 395‑square‑foot easement for gas equipment.

Sheila Nicholas (presenting for MOHCD) said the 137‑unit family development is about 97% complete as of Aug. 31, 2023, and that grant of the no‑cost easements will allow PG&E to connect utilities once street utility work is finished. Nicholas said MOHCD and the project team expect utilities to be connected and a temporary certificate of occupancy to be issued in January 2024. The building includes a ground‑floor health clinic and community spaces and is the first affordable housing development in the Excelsior in a decade, she said.

After brief public comment, the committee voted 3–0 to send item 2 to the full Board with a positive recommendation.

What this means: If the Board approves the easements, PG&E can complete connection work and the City will be one step closer to bringing 137 affordable family units online in the Excelsior neighborhood.
