The Land Use & Transportation Committee on Jan. 22 voted to forward to the full San Francisco Board of Supervisors a resolution granting revocable permission to Otis Property Owner LLC to occupy and maintain the Twelfth Street Plaza at 90 Twelfth Street.
Madison Tampe, presenting for Supervisor Dorsey’s office, described the plaza as part of the 30 Otis project — also called the Chorus Apartments — a recently completed development the committee said includes over 400 residential units, roughly 2,000 square feet of ground-floor retail and about 16,000 square feet of arts activity space. Tampe said the plaza “is intended to be a centerpiece of this emerging neighborhood” and that the developer has coordinated with the MTA on traffic flow.
The resolution would approve a nonexclusive public sidewalk easement for pedestrian access and allow the Department of Public Works to enter an encroachment and maintenance agreement with the property owner. Tampe told the committee the owner is “obligated to monitor and maintain the plaza and maintain liability insurance.”
There was no public comment on the item. Chair Marina Malaga moved to forward the resolution to the Board with a positive recommendation; Vice Chair Dean Preston and President Erin Peskin recorded ayes and the clerk noted three affirmative votes, sending the item to the full Board for final action.
Moving the resolution preserves the city’s option to require conditions and to finalize a formal encroachment and maintenance agreement through DPW. The committee file indicates the item will appear on the Board of Supervisors agenda Jan. 30 unless otherwise stated.
The committee noted the plaza’s role in the Hub area and the project team’s commitments to ongoing maintenance. No amendments were made in committee; staff said prior amendments had been addressed and no further changes were proposed at the hearing.
