Committee forwards exemptions for PDR/arts/institutional conversions in Eastern neighborhoods

Supervisor Matt Dorsey’s office presented an ordinance to exempt certain changes of use among production, distribution and repair (PDR), arts and institutional community uses in parts of the Eastern neighborhoods area plan from the conditional‑use and replacement‑space requirements created by Prop X. Sponsor aides said the change is intended to provide flexibility and make it easier for arts and nonprofit organizations (for example, Swords to Plowshares) to use existing spaces without incurring costly replacement obligations. Planning staff recommended adding a ground‑floor size cap; the sponsor accepted a 25,000‑square‑foot cap for the exemption.

A nonprofit speaker said the exemption would prevent prohibitive charges that could otherwise cost organizations hundreds of thousands of dollars. The committee adopted the sponsor’s amendment and voted to forward the ordinance to the full Board as a committee report.
