The Land Use and Transportation Committee of the San Francisco Board of Supervisors on May 13 recommended that the full Board approve a resolution authorizing an easement agreement and quitclaim between the city and Midtown Lands LLC for a Twin Peaks parcel near Sutro Tower. Chair Mirna Melgar said staff discovered there was never an approved roadway easement to the parcel and asked the project sponsor to work with Rec and Park to confirm notice and approvals.
Andrico Penick, director of real estate, told the committee the 1957 deed reserved a blanket easement of roughly 6,970 square feet and that the resolution before the panel would identify and fix a smaller, precise easement of about 2,500 square feet. Penick said the revised easement would allow surface improvements such as gravel for pedestrian and vehicle access and permit subsurface utilities to support future residential development; he noted the residential proposal itself was not before the committee.
Penick also reported that on July 20, 2023 the Rec and Park Commission adopted Resolution No. 23-07-004 by a 4–0 vote recommending the Board approve the easement. No members of the public spoke on the item at the committee hearing.
Chair Melgar made a motion that the committee forward the resolution with a positive recommendation; the clerk recorded three ayes and the motion passed. The item is expected to appear on the full Board agenda on May 21, 2024 for final action.
