Committee forwards $47.1M amendment to fund ECS services at five permanent supportive housing sites

The committee considered an amendment Oct. 13 that would modify ECS’ grant to provide property management and supportive services at five permanent supportive housing sites (collectively about 464 units). HSH said the amendment extends the agreements through June 30, 2025, increases the not‑to‑exceed amount by roughly $20,800,000 to a total of about $47,100,000, and allocates funds for higher staffing levels to meet new case‑management‑to‑tenant ratios, one‑time capital improvements and cost‑of‑doing‑business increases.

HSH reported the portfolio is 94 percent occupied systemwide and served 526 tenants in the last fiscal year. The Budget and Legislative Analyst recommended approval; the committee voted unanimously to forward the item to the full Board with a positive recommendation.
