Committee forwards DPH contract amendments to full Board for behavioral‑health, overdose and family services

San Francisco — The Government Audit and Oversight Committee voted to forward a package of Department of Public Health contract amendments to the full Board with positive recommendations. The amendments increase the not‑to‑exceed amounts and extend terms for ongoing behavioral‑health and substance‑use disorder service providers originally contracted in fiscal 2018–19.

DPH said the amendments cover a range of services — residential substance‑use treatment and step‑down, outpatient and intensive outpatient services, perinatal and transitional‑age youth programs, and opioid‑treatment expansions (including phased 24/7 coverage at some sites). Michelle Ruggles of DPH explained that the amendment amounts reflect baseline services and, in some cases, phased expansions funded by local homeless (Prop C) resources and other sources.

The Budget and Legislative Analyst reviewed performance monitoring reports for the providers in the package and reported no red flags. Supervisors asked about contingency language and contract term lengths; DPH explained its contingency policy (12% applied to current-year funding for amendments) and said longer term extensions align with solicitation authority periods and program continuity.
