Committee forwards proposed $50.8 million SFMTA parking‑meter contract to full Board

The Government Audit & Oversight Committee on June 16 voted to send a resolution to the full Board authorizing SFMTA to execute a 10‑year contract for parking meter coin collection and parking data collection services with LAZ Parking California, LLC with a not‑to‑exceed amount of roughly $50.8 million.

Alexis Sukenka, SFMTA project manager, described the agreement as a 10‑year contract (five base years with a five‑year option) with a total not‑to‑exceed amount of approximately $50,800,000 — "which is 9.5% higher than the previous 10 year agreement," she said — and emphasized that the contract includes prevailing‑wage provisions and meter condition and credit‑card terminal inspections in addition to coin collection.

Chair Dean Preston pressed SFMTA to explain the scope of on‑site work beyond coin pickup as coin payments decline with the city’s rollout of license‑plate pay stations. Sukenka said crews perform meter‑condition reports, check credit‑card terminals for tampering, monitor vandalism, and reconcile and deliver coins to SFMTA facilities; the contractor also provides occupancy and data‑collection services.

Budget and Legislative Analyst Nick Menard told the committee the contract is essentially revenue neutral over 10 years given projected declines in coin usage, noting the net revenue to SFMTA is modest over the contract term. Labor representatives called in with support: Mark Gleeson of Teamsters Local 665 highlighted the contractor workforce’s long tenure and local residency and asked the committee to approve the contract for stability of work.

Chair Preston also stressed equity for cash payers, saying the city must maintain options for people who do not or cannot pay by card. The committee voted to forward the item to the full Board with a positive recommendation.
